The Isles of Scilly. Population c.2,100. By far the smallest unitary council in England. Remuneration of council chief executive: £110,000.

I am now intrigued. Are there any smaller unitary authorities in Scotland, Wales or Northern Ireland? Are there, in fact, any smaller authorities anywhere in the UK that are not parish councils?
